Can I use this with a T4 manifold and a T3 turbo?

No. This adapter is designed to allow a T3 manifold to run a T4 turbocharger. It cannot be used to adapt a T4 manifold down to a T3 turbo.

Will this fit every manifold and turbo combination?

This is a universal adapter, but because there are many manifold and turbo variations, some applications may require different hardware or minor modifications for proper mounting.
